The U.S. revised the final anti-dumping ruling of China-related cold drawn welded pipes, cold rolled welded pipes, precision steel pipes, precision drawn steel pipes, and cold drawn cold drawn mechanical pipes


On June 11, 2018, the U.S. Department of Commerce issued an announcement stating that it revised the final anti-dumping results of Cold-drawn Mechanical Tubing in China and Switzerland. Meanwhile issued an anti-dumping tax order in this case:

1. China enjoys a separate tax rate The dumping margin of the enterprises involved was raised from 44.92% to 45.15%, and the dumping margins of other Chinese exporters/producers remained unchanged at 186.89% (see the table below for details).

2.The dumping margin of the Swiss exporter/manufacturer is adjusted to 7.66%-30.48%;

3.The dumping margin of the German exporter/manufacturer involved in the case is 3.11%-209.06%;

4.The dumping margin of the Indian exporter/manufacturer is 8.26%~33.80%;

5.The dumping margin of Italian exporters/producers is 47.87%~68.95%;

6. The dumping margin of South Korean exporters/producers is 30.67%~48.00%. This case involves products under the U.S. coordinated tariff numbers 7304.31.3000, 7304.31.6050, 7304.51.1000, 7304.51.5005, 7304.51.5060, 7306.30.5015, 7306.30.5020 and 7306.50.5030, as well as tariff numbers 7306.30.1000 and 7306.50 Some products under .1000.

On May 10, 2017, the U.S. Department of Commerce issued an announcement to initiate an anti-dumping investigation on cold drawn mechanical pipes imported from China, Germany, India, Italy, South Korea and Switzerland,  at the same time initiate an anti-subsidy investigation on the products involved in the case imported from China and India File an investigation. On June 2, 2017, the United States International Trade Commission (USITC) issued an announcement to make a positive preliminary ruling on anti-dumping industrial damages on cold drawn mechanical pipes imported from China, Germany, India, Italy, South Korea, and Switzerland. And India’s products involved in the case made a positive preliminary ruling on countervailing industry damage. On September 19, 2017, the U.S. Department of Commerce issued an announcement to make a preliminary anti-subsidy ruling on cold drawn mechanical pipes imported from China and India. On November 16, 2017, the U.S. Department of Commerce issued an announcement stating that it has made a positive preliminary anti-dumping ruling on cold drawn mechanical pipes imported from China, Germany, India, Italy, South Korea and Switzerland. On December 5, 2017, the U.S. Department of Commerce announced a final countervailing ruling on cold drawn mechanical pipes imported from China and India. On January 5, 2018, the U.S. International Trade Commission made a definitive final ruling for countervailing industrial damage to cold drawn mechanical pipes in China and India. On May 17, 2018, the U.S. International Trade Commission made an affirmative final ruling on anti-dumping industry damage on cold drawn mechanical pipes in China, Germany, India, Italy, South Korea and Switzerland.
